There is some hope on the way; the Amman Master Plan has recognized this as a major flaw in the City's development and GAM is preparing, in partnership with the disabled community, a policy and program to correct this situation. Retrofitting the existing built environment will take years, but implementing policies and programs, including regulations for what is being built only requires Political Will...There will undoubtfully be pushback from the real estate community, but if the policy is applied evenly to all they will come to accept their social responsibilty. By the way, an estimated 10% of the population has a disability. I know of a group that is planning an Annual Report Card that will monitor both government and major real estate developers regarding adherence to accessibility standards - i think this is a brilliant idea.
