OK, this is all over the place. first of all what is that study that you are talking about? Because i don't think there is any study that will push for a the idea of completely privatizing schools in a country.
The whole idea of privatizing schools is non sequitur, since there is already a private school system along with a public school system. The whole governing idea behind privatization is that of a free market economy in which competition improves the market. If that was the case and public school system didn't have any competitive advantage then the customers(parents) will shift to the better option naturally.
The main reason that a public school system exists anywhere in the world is to curb illiteracy, and provide affordable education for all since knowledge is a social commodity rather than a commercial one.
Once it becomes a commercial one then it will be exclusive to those who can afford it or who consider that it adds to their utility and hence a lot more people would opt out. Also Once something is private it can no longer be compulsory but that's more of a lassiez fair issue...
So again i asked which study are you talking about? Where can we access it?
